Planning & Construction
Israeli planning and construction law is structurally complex, requiring a deep, rooted understanding of the relevant governmental institutions and of every party involved. Our firm has extensive experience in planning and construction — including unique experience supporting developers, kibbutzim, moshavim, rural communities and local authorities in complex proceedings, both as applicants and as objectors.
We also represent various communities and private parties in claims for compensation for depreciation following plan approvals, expropriation-compensation claims, proceedings to reduce betterment levies and more.
Proven experience in complex planning and construction processes
Our firm specializes in advancing various plans from design through approval — including representation on steering committees, objections and appeals before planning committees, and related legal proceedings (administrative petitions, petitions to the High Court of Justice, representation before the various appellate committees and more).
Deep familiarity with the governing law and the authorities' considerations — we represent some of the largest local committees in Israel as external counsel in planning and construction proceedings. Alongside that, we have extensive experience supporting developers and cooperative societies vis-à-vis the planning institutions, the Israel Land Authority, the Ministry of Agriculture and other regulators. All of this allows us to deeply understand the authorities' considerations and to fully assert our clients' rights.

Our firm has rich experience representing kibbutzim in proceedings to reduce betterment levies at scales of tens of millions; representing kibbutzim in expropriation-compensation claims at similar scales; supporting kibbutzim and moshavim in advancing master plans (including approval of dozens of housing units); successfully representing kibbutzim and moshavim in objections to various infrastructure projects — including objection to a proposed private-aviation airfield in central Israel — and representing some of the largest local committees in the country, and more.
